The National Resource Center for In-Home Services is a partnership of three organizations: The University of Iowa School of Social Work, the National Indian Child Welfare Association (NICWA) and ICF International.
The lead organization is the University of Iowa School of Social Work, home to the National Resource Center for Family Centered Practice (NRCFCP). The first federally funded national child welfare resource center, the NRCFCP (formerly the National Resource Center for Family Based Services) was influential in the development of the family preservation field and has over thirty years of experience delivering training and technical assistance to over 100,000 people in all 50 states, several territories, protectorates, and countries.
The School of Social Work has an extensive history of implementing federally funded training and evaluation projects in the areas of public child welfare supervision; youth permanency and youth in transition; minority children, youth and families; community partnerships, and most recently Fostering Connections. The UI staff
brings to the new NRCinhome a wealth of experience with in-home services, workforce development, substance abuse, family team meetings, father involvement, evidence-based practice, reducing disproportionality in child welfare and juvenile justice, child welfare law, program evaluation and research.
The University of Iowa School of Social Work is part of the National Child Welfare Workforce Institute. The School is located in Iowa City, Iowa.

The National Indian Child Welfare Association (NICWA) works to address the issues of child abuse and neglect through training, research, public policy, and grassroots community development. NICWA also works to support compliance with the Indian Child Welfare Act of 1978 (ICWA), which seeks to keep American Indian children with American Indian families. NICWA improves the lives of American Indian children and families by helping tribes and other service providers implement services that are culturally competent, community-based, and focused on the strengths and assets of families. NICWA staff are involved in policy and program decisions for the NRC for In-Home Services, as well as providing training and technical assistance to Tribes and to States on in-home services for Native American families. NICWA is located in Portland, Oregon.
ICF International, a global consulting firm, is home to the Child Welfare Information Gateway, the National Technical Assistance and Evaluation Center for Child Welfare Systems of Care grantees, and many other collaborations with the Children’s Bureau and its T/TA Network. ICF’s NRC for In-Home Services staff members have extensive training, technical assistance, policy and practice experience in in-home services; family preservation and support; evidence-based practice; quality improvement; knowledge assessment, management and dissemination; and systems change. ICF staff are involved all aspects of the work of the NRC for In-Home services, including provision of T/TA, and they take primary responsibility for the PSSF and Advisory Board meetings and peer networking. Our ICF team is based in Fairfax, Virginia.
